The Environment Agency has published a guidance page on appropriate measures for permitted WEEE facilities.
The guidance details:
when appropriate measures apply, eg best available techniques (BAT) for waste installations facilities, necessary measures for waste operation facilities, best available treatment, recovery and recycling (BATRRT) for the treatment of WEEE, “proper treatment” as referred to by the WEEE Directive
general management appropriate measures, eg management system, staff competence, accident management, accident prevention measures, contingency plan and procedures and plant decommisioning
waste pre-acceptance, acceptance and tracking appropriate measures at regulated facilities with an environmental permit for the treatment or transfer of WEEE
waste storage, segregation and handling appropriate measures, for instance, the facility must be designed and operated in a way that minimises the handling of waste, waste handling must be carried out by competent staff using appropriate equipment and wherever possible, storage areas away from watercourses and sensitive perimeters should be located, and all waste must be stored within the security protected area of the facility to prevent unauthorised access and vandalism
waste treatment appropriate measures, ie:
preparing WEEE for reuse
general waste treatment
treatment of WEEE containing brominated flame retardants and persistent organic pollutants
process monitoring
treatment of gas discharge lamps, cathode ray tube equipment, flat panel displays, small mixed WEEE, IT, telecommunications and business equipment, large domestic appliances, photovoltaic panels
post-shredding treatments
record keeping for all treatment residues
emissions control appropriate measures, operators must identify, characterise and control emissions from any activities that may cause pollution
emissions monitoring and limits appropriate measures; the Environment Agency may set emission limits and monitoring requirements to the permit based on the facility’s emissions inventory and environmental risk assessment
process efficiency appropriate measures; quantities of water, energy and raw materials used and residue and waste water produced must be monitored and reviewed annually.
