The European Chemicals Agency (ECHA) has added has added eight new substances to the Candidate List, most of which are added as they toxic for reproduction, carcinogenic, respiratory sensitisers or endocrine disruptors.

The Candidate List is a list of substances that may have serious effects on human health or the environment and are considered for inclusion in the Authorisation List. The UK REACH process for identifying SVHCs will be similar to the EU REACH process. Any supplier of articles containing a Candidate List substance above a concentration of 0.1% (weight by weight) has communication obligations towards customers down the supply chain and to consumers and importers and producers of articles containing the substance must notify the enforcing authority.   

The new substances are:

  • 2-(4-tert-butylbenzyl)propionaldehyde and its individual stereoisomers, included as it is toxic for reproduction, and which is used in cleaning agents, cosmetics, in scented articles, polishes and wax blends

  • orthoboric acid, sodium salt, included as it is toxic for reproduction, and which may be used as a solvent and corrosion inhibitor

  • 2,2-bus(bromomethyl)propane-1,3-diol (used in manufacture of polymer resins and in one component foam); 2,2-dimethylpropan-1-ol, tribromo derivative (used in polymer production manufacture of plastic products, including compounding and conversion as an intermediate); 2,3-dibromo-1-propanol (registered as an intermediate); all included for carcinogenicity

  • glutaral listed for its respiratory sensitising properties and which is used in biocides, leather tanning, x-ray film processing and cosmetics

  • medium-chain chlorinated paraffins, listed as PBT and vPvB, used in flame retardants, plasticising additives in plastics, sealants, rubber and textiles

  • phenol, alkylation products (mainly in para position) with C12-rich branched alkyl chains from oligomerisation, covering any individual isomers and/or combinations thereof, included for its toxic for reproduction and endocrine disrupting properties, and which is used in preparation of lubricant additive materials and of fuel system cleaners

  • 1.4-dioxane (carcinogenic, equivalent level of concern having probable serious effects to the environment, equivalent level of concern having probable serious effects to human health — used as a solvent

  • 4,4’-(1-methylpropylidene)bisphenol, listed for its endocrine disrupted properties, may be used in the manufacture of phenolic and polycarbonate resin.

There are now 219 substances on the Candidate List.
