The Department for Transport (DfT) has announced permission for the early use of international standard EN 23826:2021 with regard to the transport of dangerous goods.

EN 23826:2021 will, it explained, be adopted for reference in a future edition of the Agreement Concerning the International Carriage of Dangerous Goods by Road (ADR).

In accordance with s.6.2.5, s.6.8.2.7 and s.6.8.3.7 of that Agreement, the GB competent authority approval is given to permitting the full use of EN ISO 23826:2021 (Gas cylinders — Ball valves — Specification and testing) in advance of its entry into force in the 2023 edition of ADR.

Regulation 26 of the Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009 provides for the Great Britain competent authority to perform those functions identified in ADR, RID and ADN as being the functions of a competent authority.

The standard in question specifies the design, type testing, marking, manufacturing tests and examinations requirements for valves used as follows, in the transport of compressed gases, liquefied gases and dissolved gases:

  • closures of refillable transportable gas cylinders, pressure drums and tubes

  • main valves for cylinder bundles

  • valves for cargo transport units, trailers, battery vehicles, multi-element gas containers.

This approval, which is only applicable in Great Britain, comes into effect immediately and remains valid until 31 December 2022 unless otherwise amended or revoked.
