Regulation 4(2) makes it clear that no entry, work in or egress from a confined space should be undertaken unless in accordance with a safe system of work which in relation to the “specified risks”, renders the work safe and without risks to health. This duty is qualified by the phrase “so far as reasonably practicable” and does not include entry or work in a confined space as a result of an emergency.
