Definition of Waste

The definition of waste is taken from the Waste Framework Directive (WFD) 2008/98/EC (as amended by Directive 2018/851) which defines waste as “...any substance or object that the holder discards, or intends to, or is required to discard...”. In the UK the term “directive waste” has been coined to describe waste subject to the WFD.

In 2016, Defra issued updated official guidance on the definition of waste. Two documents have been published: a detailed legal explanation (published in 2012) and a practical guide for business.
