Home care is a dispersed service, having to be organised in different locations at both the same and different times to suit the users. Managers will always have problems arising from the peaks and troughs of demands on their staff time, which requires careful allocation of their available resources.

A critical mass of their users will usually need help at more or less similar times of the day in terms of getting up, mealtimes and going to bed. These peaks in demand for staff time will inevitably create difficulties if there are insufficient numbers available.
