All drivers are expected to know and obey the relevant traffic laws and ignorance is not a defence. The driving theory test provides a basic grounding but, as laws frequently change, it is essential that all drivers keep up to date. Operators are bound by the undertaking given in the O-licence application to ensure that their drivers obey the law and must therefore take reasonable steps to make sure drivers are fully informed about traffic law and any changes. One way that this can be done is by arranging Driver Certificate of Professional Competence (CPC) periodic training sessions on the subject.
