Any operator applying to operate a service under the authority of a permit must hold:
a valid PSV operator’s licence
a section 22 community bus permit.
A local education authority may operate such a service under the authority of a permit by virtue of the Public Passenger Vehicles Act 1981.
Where a service is provided free of charge and there is no arrangement for prepayment, a London Service Permit is not required, but if a “free” service satisfies the definition of separate fares in the Transport Act 1985, then a permit must be sought.
