There is thus a legal requirement to register motor vehicles and, since 21 November 2018, to register separately certain trailers used outside the UK.
It is an offence to use or keep an unregistered motor vehicle on a road, even when not in use, for any period — however short.
It is also an offence to keep or use a trailer on a road for a journey that includes entering a country outside the UK that is party to the Vienna Convention on Road Traffic 1968, subject to some exemptions.
