The PSV Operator Licensing system seeks to encourage competition by not restricting the number of operators that can enter the market, but applies strict quality criteria that must be met by anyone wishing to operate passenger vehicles to ensure that operations are conducted in a safe and legal manner.

Employers' Duties

The licence holder’s duties are to:

  • operate safely and legally within the constraints of the type of licence held

  • comply with any conditions attached to the licence

  • report any convictions and fixed penalties, including those of employees, to the Traffic Commissioner within 28 days of conviction

  • ensure that all vehicles are maintained in a safe and roadworthy condition
