The proper maintenance of all vehicles is of paramount importance to road safety and Traffic Commissioners have to be satisfied about both the maintenance arrangements and the availability of sufficient finance to enable vehicles to be maintained properly before they can grant an operator’s licence (O-licence). They have the power to take disciplinary action if they consider that existing licence holders are failing to comply with the law.
