The planning system is the management, control and regulation of development. This topic explains planning processes and looks at how the planning system is not designed to protect individual interests but is intended to balance public and private development needs with the protection of amenity and the environment in the wider public interest.

The planning system exerts control over:

• the change of use of land and buildings

• the design and form of the built environment.

There are two elements to planning.

1. Development management (control).

2. The development plan process (forward planning).
