Introduction

For many line managers, the responsibility for other people is the most difficult part of their role and organisations are sometimes slow to recognise this. The relationship between the HR department and the line manager is also a delicate one. HR should be there to advise and counsel, and to provide guidelines within which the line manager operates while leaving the final decision to the line manager. However, line managers also have to operate within the constraints of the law and the organisation’s own procedures and HR is sometimes seen as limiting the line manager’s chosen course of action.
