This topic describes the requirements of the EU Landfill Directive 99/31/EC, as amended by Directive 2018/850/EU, the provisions of which affect both waste producers and landfill site operators.
The Directive requires a 65% reduction in the amount of biodegradable municipal waste sent to landfill by 2020, based on a 1999 baseline.
Waste producers must ensure that wastes are sent to a landfill site which has an appropriate environmental permit. Hazardous wastes must be landfilled in a specialised hazardous-only site. Some wastes are banned from landfill. There are detailed Waste Acceptance Criteria for site operators.
