There is no comprehensive health and safety legislation. Specific health and safety laws only apply to a limited range of workplaces. Most workers are not protected by health and safety provisions.

Health and safety is primarily the responsibility of the Ministry of Labour and Employment, which — with the central Government — establishes national policy, and state labour departments. The labour departments are responsible for enforcing the Factories Act 1948 through factory inspectorates.
