The food hygiene and safety requirements for all food businesses are provided in EC Regulation 178/2002 on the general principles of food law, EC Regulation 852/2004 on the hygiene of foodstuffs and the Food Safety and Hygiene (England) Regulations 2013 (and equivalent for other UK jurisdictions).
