Waste carriers and brokers to be regulated under the Environmental Permitting regime

In October 2023, Defra announced that the transportation of waste will, in future, be regulated under the Environmental Permitting regime. Waste carrier and broker registrations will be replaced with a “standard rules” environmental permit or a registered exemption. Further detail on the types of standard rules permits and their conditions will be outlined in an Environment Agency consultation. Registered exemptions will be available for local authorities, charities and businesses that transport their own waste (other than construction and demolition waste).

Those with an existing upper tier registration will have to apply for a permit when their registration becomes due for renewal. Those with lower tier registrations must apply for a permit or exemption within twelve months of the system going live.
