The EU Directive 2000/53/EC on end-of-life vehicles requires Member States to ensure that:

  • vehicle manufacturers and importers pay all or a significant part of the costs of vehicle take-back

  • producers limit the use of hazardous substances in vehicles, increase the proportion of recycled materials and design vehicles for easier recycling

  • producers meet recovery and recycling targets

  • treatment facilities operate to higher environmental standards and have permits.

This topic describes the duties of vehicle manufacturers under the ELV producer responsibility regime. It also covers the environmental permitting of treatment facilities which handle ELVs. Last owners of ELVs have a simple duty to take ELVs to an authorised treatment facility — which must take them free of charge — and obtain a Certificate of Destruction.
