The Health and Safety at Work, etc Act 1974 (HSWA) is the main framework of UK health and safety legislation. It is an “umbrella Act” under which there are numerous regulations for specific matters. These matters expand and clarify the Act’s general duties. The general duties are placed on all people at work.

Employers have duties to their own employees, to outside contractors and to other persons not in their employment who may be affected by their work activities.
