Has the legal definition of waste changed? If not, why has the Government brought out new guidance?

A

The definition of waste is taken from the 2008 Waste Framework Directive. Waste is anything that the holder discards, intends to discard or is required to discard. The definition refers primarily to solid wastes from domestic and business premises: the provisions of the Directive do not apply to gaseous emissions, liquid effluents, most mining wastes and naturally occurring, non-hazardous material such as manure.
