Will the proposed new regime for waste carriers affect businesses which carry their own waste?

In January 2022, Defra published a consultation paper on changes to the waste carriers and brokers regime in England. The aim is to crack down on waste crime through tighter regulation and a new requirement for technical competence. Essentially, the existing carrier registration will be replaced by an environmental permit. Waste carriers will be reassigned to one of two categories:
waste transporters, who physically transport the waste but do not make any decisions regarding its classification or destination
