Transport of packaging materials contaminated with dangerous goods residues

Firstly, it should be noted that ADR (1.1.3.5) says that empty, un-cleaned packagings are exempt from ADR only when steps have been taken to nullify the hazard. For example, they should be washed out to such an extent that residues no longer have dangerous properties (eg drums containing ethanol should be well washed out with water), or, in the case of water reactive products, should be reacted with plenty of water so that the contents are no longer dangerous.
