Is it really a good idea to use anaerobic digestate and other biowastes as fertilisers? What safeguards are in place to protect human and animal health from the hazardous chemicals that are sometimes found in waste?

In order to achieve a circular economy, we need to recycle organic wastes. By treating them so that they are safe to spread on land, valuable nutrients stay in circulation and there is less needed to manufacture artificial fertiliser. If biowastes were not used in agriculture, they would have to be disposed of to landfill or sent to an energy-from-waste facility.
