It used to go for recycling in the UK but this option is now unavailable, and the choices open to us are either landfill in the UK or recycling in Japan. If we export the waste to Japan, do we have a duty to audit the reprocessing facility there?

First of all, have you investigated how the plastic scrap is generated, and whether it could be reduced, for example, by changes to product design (to reduce the quantity of offcuts) or investment in reusable packaging? Some manufacturers of plastic products reprocess their own plastic scrap in house.
