What is ethical overseas recruitment, what it meant by “active recruitment” and does this mean we can’t employ staff from countries on the WHO List?

Ethical overseas recruitment aims to ensure that international recruitment to the UK does not make existing workforce shortages worse or weaken the health system of some developing countries of origin, and aims to encourage a high standard of recruitment practice for overseas recruits. This means some countries should not be targeted when “actively” recruiting health and care workers through a third party, such as a recruitment agency or employer like the NHS.

You can recruit “skilled workers” from any part of the world, in line with the new points-based system, which commenced in January 2021 following the UK’s exit from the EU.
