ADR criteria

Note 4 of 2.2.3.1.1 in ADR refers to "highly toxic", "toxic", or "slightly toxic". However, there is no explanation of these in the chapter 1.2 definitions. Where can I find the criteria for these allocations?

Additionally, if there can be three different types of “toxics”, why does Class 3 not set down criteria for “highly flammable”, “flammable”, or “slightly flammable”?

The answer to the first question is relatively straightforward, in that if you look at the packing group allocations in Class 6.1, paragraph 2.2.61.1.7, you will see an additional column with these descriptors, aligning with packing groups I, II and III respectively.
