ACSs started life as Accountable Care Organisations (ACOs), models of care that were developed in the USA.
An ACO is a group of providers who agree to work together to provide all the care for a defined population for a given period of time under contract with a commissioner. The ACO is held accountable for achieving quality outcomes within an agreed budget.
