The Prime Minister has asked RSA Chief Executive Matthew Taylor to lead an independent review into how employment practices need to change in order to keep pace with modern business models.

Noting that this could include new laws for self-employed and temporary workers, Citizens Advice greeted it as an opportunity to deliver more security for the 4.5 million people are in insecure work and “face uncertainty about their pay and hours from one week to the next”.

The RSA said that the review will examine how flexibility can be maintained while also supporting job security and workplace rights, and whether new employment practices can be better used as an opportunity for under-represented groups.

Mr Taylor said that the fact that the Prime Minister has chosen to prioritise the interests of the growing army of people working in new ways sends an important message.

“As well as getting to grips with the key trends and issues, I intend for the review team to get out and about across Britain hearing at first-hand how people’s experience of work affects their daily lives,” he went on.

The trade association for professional employment services (umbrella, accountancy and payroll), the FCSA, told Mr Taylor that it is not self-employment, zero hours or temporary contracts that need reviewing, but the bad practices of some employers.

Chief Executive Julia Kermode said: “The problem doesn’t lie in how people are engaged, the problem lies in how they are treated. I would suggest that the review focuses on educating employers to treat their workforces properly, whatever their status, so that exploitation cannot happen, as in the recent case of Sports Direct.”
