Earlier in the year, I began to give some thought to how I could help managers and staff from two forces who were in a strategic alliance, to find relevant policy information in a more efficient manner, says Graham Smith. The forces involved were working ever more closely together, but remained separate entities. Although policy convergence was on the agenda, it was recognised from the outset that this would take time to deliver. In the interim, both forces wished to do as much as possible to promote alignment of culture.
