In this feature, Caroline Raine discusses in detail the changes that have been made to the United Nations Recommendations on the Transport of Dangerous Goods, Model Regulations in the 22nd Revised edition.

Background

United Nations Recommendations on the Transport of Dangerous Goods, Model Regulations are updated every two years following discussions by the United Nations Economic and Social Council's Committee of Experts (UNECE) on the Transport of Dangerous Goods. The changes are then fed into the transport regulations (ADR, RID, ADN, IMDG and IATA).

The UNECE describe the discussions as being made “in the light of technical progress, the advent of new substances and materials, the exigencies of modern transport systems and, above all, the requirement to ensure the safety of people, property and the environment. They are addressed to governments and international organizations concerned with the regulation of the transport of dangerous goods. They do not apply to the bulk transport of dangerous goods in sea-going or inland navigation bulk carriers or tank-vessels, which is subject to special international or national regulations.”

The amendments to the 22nd revision of the Model Regulations on the Transport of Dangerous Goods are included in the following areas.

  • Electric storage systems (including modification of the lithium battery mark and provisions for transport of assembled batteries not equipped with overcharge protection).

  • Requirements for the design, construction, inspection and testing of portable tanks with shells made of fibre reinforced plastics (FRP) materials.

  • Listing of dangerous goods.

  • Harmonization with the IAEA Regulations for the Safe Transport of Radioactive Material.

Chapter 3.2, dangerous goods list amendments

  • Special provision 397 has been added to UN1002.

  • Special provision 398 has been added to UN1012.

  • Both entries for UN1169 have been deleted.

  • UN 1197, packing groups II and III, the proper shipping name has been changed to “EXTRACTS, LIQUID, for flavour or aroma”.

  • UN 1891 is now class 3, rather than 6.1 and the LQ value is now 1 litre and the excepted quantity is E2.

  • UN 3208, packing group II, excepted quantity is E2.

  • UN 3209, packing group II, excepted quantity is E0.

  • For UN 3269, packing groups II and III, and UN 3527, packing groups II and III, “E0” is replaced by “See SP 340 in Chapter 3.3”.

  • Special provision 396 has been added to UN3538.

Significant changes to Special Provisions

SP 225 has a new note:

“NOTE: This entry applies to portable fire extinguishers, even if some components that are necessary for their proper functioning (eg hoses and nozzles) are temporarily detached, as long as the safety of the pressurized extinguishing agent containers is not compromised and the fire extinguishers continue to be identified as a portable fire extinguisher.”

New Special Provisions

The following new special provisions have been added:

“396 Large and robust articles may be transported with connected gas cylinders with the valves open regardless of 4.1.6.1.5 provided:

  1. The gas cylinders contain nitrogen of UN 1066 or compressed gas of UN 1956 or compressed air of UN 1002;

  2. The gas cylinders are connected with the article through pressure regulators and fixed piping in such a way that the pressure of the gas (gauge pressure) in the article does not exceed 35 kPa (0.35 bar);

  3. The gas cylinders are properly secured so that they cannot move in relation to the article and are fitted with strong and pressure resistant hoses and pipes;

  4. The gas cylinders, pressure regulators, piping and other components are protected from damage and impacts during transport by wooden crates or other suitable means;

  5. The transport document includes the following statement “Transport in accordance with special provision 396”;

  6. Cargo transport units containing articles transported with cylinders with open valves containing a gas presenting a risk of asphyxiation are well ventilated and are marked in accordance with 5.5.3.6.”

“397 Mixtures of nitrogen and oxygen containing not less than 19.5 % and not more than 23.5 % oxygen by volume may be transported under this entry when no other oxidizing gases are present. A Division 5.1 subsidiary hazard label is not required for any concentrations within this limit.”

“398 This entry applies to mixtures of butylenes, 1-butylene, cis-2-butylene and trans-2-butylene. For isobutylene, see UN 1055.”

Packing instructions

Packing instructions P003, P004, P005, P006, P130 and P144, P408, P801, P903, P905, P906, P907, P909, P910 - have had a new note added to them;

NOTE: The packagings authorized may exceed a net mass of 400 kg (see 4.1.3.3).”

Packing instruction P200 has the following added:

“Mixtures of fluorine and nitrogen with a fluorine concentration below 35 % by volume may be filled in pressure receptacles up to a maximum allowable working pressure for which the partial pressure of fluorine does not exceed 31 bar (abs.).

in which xf = fluorine concentration in % by volume/100.

Mixtures of fluorine and inert gases with a fluorine concentration below 35 % by volume may be filled in pressure receptacles up to a maximum allowable working pressure for which the partial pressure of fluorine does not exceed 31 bar (abs.), additionally taking the coefficient of nitrogen equivalency in accordance with ISO 10156:2017 into account when calculating the partial pressure.

in which xf = fluorine concentration in % by volume/100;

Kk = coefficient of equivalency of an inert gas relative to nitrogen (coefficient of nitrogen equivalency);

xk = inert gas concentration in % by volume/100.

However, the working pressure for mixtures of fluorine and inert gases shall not exceed 200 bar. The minimum test pressure of pressure receptacles for mixtures of fluorine and inert gases equals 1.5 times the working pressure or 200 bar, with the greater value to be applied.”

P911 has a new note:

“(i) In the case of multiple batteries and multiple items of equipment containing batteries, additional requirements such as the maximum number of batteries and items of equipment, the total maximum energy content of the batteries, and the configuration inside the package, including separations and protections of the parts, shall be considered.”

Documentation changes

In Chapter 5.4, the following has been added for molten substances and stabilized and temperature controlled substances.

“(d) Molten substances: When a substance, which is solid in accordance with the definition in 1.2.1, is offered for transport in the molten state, the qualifying word “MOLTEN” shall be added as part of the proper shipping name, unless it is already part of the proper shipping name (see 3.1.2.5);”

“(f) Stabilized and temperature controlled substances: Unless already part of the proper shipping name the word “STABILIZED” shall be added to the proper shipping name if stabilization is used and the words “TEMPERATURE CONTROLLED” shall be added to the proper shipping name if stabilization is by temperature control or a combination of chemical stabilization and temperature control (see 3.1.2.6).”

Paragraphs 5.4.1.5.3 and 5.4.1.5.4 have been changed as follows.

5.4.1.5.3 For dangerous goods transported in salvage packagings in accordance with 4.1.1.18, including large salvage packagings, larger size packagings or large packagings of appropriate type and performance level to be used as a salvage packaging, the words “SALVAGE PACKAGING” shall be included.

For dangerous goods transported in salvage pressure receptacles in accordance with 4.1.1.19, the words “SALVAGE PRESSURE RECEPTACLE” shall be included.”

5.4.1.5.4 Replace “If the word “STABILIZED” is part of” by “If the words “TEMPERATURE CONTROLLED” are part of” and delete “when stabilization is by means of temperature control,”.

New chapter

CHAPTER 6.9 is a new chapter with the title: REQUIREMENTS FOR THE DESIGN, CONSTRUCTION, INSPECTION AND TESTING OF PORTABLE TANKS WITH SHELLS MADE OF FIBRE REINFORCED PLASTICS (FRP) MATERIALS.

Conclusions

Whilst this feature covers some of the changes in the United Nations Recommendations on the Transport of Dangerous Goods, Model Regulations, 22nd Revised edition, it is not fully comprehensive. Nor is it yet in the legal text for the modal regulations for the five modes of transport.

  • Continue to monitor the regulatory landscape for these changes to be implemented in future publications of the regulations, for example in ADR 2023 and 2025.

  • When transporting dangerous goods always use the most current version of the regulations for the rules to be followed.
