HSE contacting schools that failed to report on asbestos management

The Health and Safety Executive (HSE) Is to contact a number of schools after they failed to provide sufficient evidence that they are managing asbestos in line with the requirements set out in the Control of Asbestos Regulations 2012.

The latest report from the Department for Education (DfE) on the Asbestos Management Assurance Process (AMAP) notes that 88.4% of schools (19,522) complied with the process.

The DfE launched AMAP on 1 March 2018, a voluntary data collection to enhance its understanding of the management of asbestos in schools. Schools were asked to provide information about the management of asbestos in their school estate, using the AMAP online portal.

Responsible bodies were expected to review their school-level information and provide an assurance declaration, through the AMAP portal, for each of their participating schools.

The latest analysis has revealed good practice in the majority of schools, but some gaps in the management of asbestos in some establishments with 676 possibly not meeting the regulatory requirements.

Although the DfE notes that the respondents generated a sample that is broadly representative of schools in England, and although AMAP is voluntary, its report highlights that it expects all schools and their respective responsible bodies to participate.

As well as the schools that will be contacted by HSE, responses from 3485 schools (17.8% of those participating) suggest that, whilst they are compliant with the 2012 Regulations, their practice is not in line with DfE guidance.

It will work with those institutions to verify their responses, to highlight the areas that need addressing and to share the guidance with them.
