The Foreign, Commonwealth and Development Office (FCDO) advises against all but essential travel to Xaisomboun province due to armed clashes and attacks on infrastructure by anti-government groups, reported as recently as July 2020.

For example, in England it is currently not permitted to leave home, including to travel abroad, unless you have a legally permitted reason to do so, such as for essential work purposes.
